Repair if: the frame is sound, the fault is in the glass, the hardware or the seals, and the window is thermally broken. That covers the overwhelming majority of faults on any window fitted in the last 25 years.
Replace if: the frame itself has failed, the window is a pre-1990s aluminium frame with no thermal break (which is why it streams with condensation every winter), or the frame is so distorted it will not seal. A repair on a frame that is beyond saving is money spent twice.
